Mission Statement For Lincoln County Government:

To provide user-friendly, cost-effective services that will create and maintain a safe, healthy, and economically strong county.

Vision For County Departments:

Water: To develop a water extension policy, plan and identifying funding sources for water line extension and treatment facilities within one year, expand water service to key locations as demand warrants within five years, develop as soon as possible a scheduled maintenance plan for the county water system, and continue discussion with the City of Lincolnton on the creation of a combined Water Authority.

Sewer: Any new sewer districts should be independent bodies, and direct industrial prospects to existing sewer provider.

Solid Waste/Landfill: To have personnel at all convenience sites that are helpful and courteous, location of convenience sites to be a function of population density, require subdivisions to incorporate new sites when needed within their development or help with expansion of existing sites, promote the County’s recycling program, continue to explore new ways of providing expanded and cost effective recycling services, continue County’s policy of annually setting aside funds for landfill cell closures, and establish a long-term contract with the City of Lincolnton for disposal of landfill leach ate.

Recreation: Develop a Park/Recreation Master Plan within two years, and a plan for subdivisions to contribute land or funds for recreational facilities that serve the general community.

Airport: Consider a joint City/County program to extend water/sewer to the Airport within five years, and to have the Airport become financially self-sufficient within two years.

Gaston College: To have needs for new technology building completed by 2002, cost estimates determined by early 2003, fundraising campaign completed by 2003, and a new technology building constructed by June 2004.

Economic Development: To receive a percentage of new ad valorem revenue generated from new investments in the County.
