Governor Greg Abbott has appointed Kathleen Fields to the Finance Commission of Texas for a term set to expire on February 1, 2028. Additionally, the Governor appointed David Osborn, Troy Lambden, and Miguel Romano for terms set to expire on February 1, 2030. The Commission is the governing body of the state's banking, savings and loan, and consumer credit agencies.

Kathleen Fields of San Antonio is a retired audit partner of RSM US LLP. She is a certified public accountant and a member of the Texas Society of Certified Public Accountants (TXCPA) and the Independent Bankers Association of Texas (IBAT). She is a volunteer for the Thrivewell Cancer Foundation, Christy’s Hope, and the Concordia Lutheran Church. Fields received a Bachelor of Business Administration in Accounting and Finance from The University of Texas at San Antonio and is a graduate of the SW Graduate School of Banking (SWGSB) at Southern Methodist University (SMU) Cox School of Business.

David Osborn of El Paso is president and CEO of WestStar Bank. He is the chairman of the Las Palmas Del Sol Healthcare Board of Directors, the first vice chairman of the Borderplex Alliance, and the immediate past chairman of the Texas Bankers Association. Additionally, he is a member of the McMurry University Board of Trustees and the Texas Tech University Banking Program Advisory Council. He is the former chairman of the El Paso Chamber of Commerce and the Paso Del Norte Health Foundation. Osborn received a Bachelor of Business Administration from McMurry University and is a graduate of the SWGSB at SMU Cox School of Business.

Troy Lambden of Graham is CEO and a director of Graham Savings and Loan, SSB. He is a member of the TXCPA, Texas Bankers Association, and IBAT. Additionally, he is the former president of the Graham Industrial Association and the Graham Economic Improvement Corporation and former finance director of the Graham Rotary Club. Lambden received a Bachelor of Business Administration from Baylor University and a certification from the Graduate School of Banking at Colorado.

Miguel Romano of Austin is president of Ascension Texas Foundations, which includes Ascension Seton, Dell Children’s and Ascension Providence hospitals. He is a member of the Cedar Park Regional Medical Center Board of Trustees, the Austin Area Research Organization, and The University of Texas at Austin Subiendo Academy Advisory Council. He previously served as a board member of the Texas State Securities Board, Austin Chamber of Commerce, E3 Alliance, and Friends of the Children. He also participated in the Presidential Leadership Scholars Program. Romano received a Bachelor of Arts in Business Communication from Florida State University, Master of International Business from the University of Florida, and Master in Finance from the lnstituto Tecnológico y de Estudios Superiores de Monterrey.
